INTRODUCTION

The Allama Iqbal Open University was established under an Act of the Parliament in 1974.  When established, it was the second Open University in the World.  The first such University was established in UK in 1969 and by now, there are more than 60 such Universities around the world.  The idea of Distance Education has caught on and has been universally accepted.  Most universities, including the conservative Universities like Cambridge, have started Distance Education Programmes.
Institutional Setting
Main functions of the University as laid down in the Act are as follows:
Ü  To provide educational facilities to people who cannot leave their homes and jobs;
Ü  To provide such facilities to masses for their educational uplift;
Ü  To provide facilities for the training of teachers;
Ü  To provide for instruction in such branches of learning of technology or vocations as it may deems fit, and to make provision for research and for the advancement and dissemination of knowledge;
Ü  To provide for making of films and cassettes and other audio-visual material;
Ü  To provide for the printing and publication of courses and teaching material;
Ü  To prescribe courses of study, hold examinations and award degrees, diplomas and certificates; and
Ü  To make provision for research and development of educational technology and advisory services and to enter into arrangement with other institutions.
History of Relationship with the Commonwealth Secretariat and Other Institutions Who Make Similar Provisions
Pakistan has been a part of the Commonwealth except for a short period. AIOU has been interacting with the Commonwealth of Learning since the inception of Commonwealth of Learning.  The University has held various Regional and International workshops in collaboration with the Commonwealth of Learning on areas like Technical Education, Course Production, Media Productions and Women Education, etc.
The collaboration also includes exchange of publications, provision of data base, short term and long term scholarships, providing tutorial support for distance education students enrolled through Commonwealth of Learning (COL).  This collaboration has not only benefited the University but also provided very valuable help in target setting in certain areas, training of professionals and increasing excess and dissemination of information and course materials.
The first phase of CYP-Diploma “Youth in Development Work” has been successfully completed by the AIOU and about 45 students have been granted this Diploma on successful completion. 
CYP-Diploma “Youth in Development Work”
CYP-Diploma Youth in Development Work is being offered by the Allama Iqbal Open University in collaboration with Commonwealth Youth Programme. 
Objectives
The main objective of the Diploma on Youth in Development Work is to empower young people to play an assertive and constructive role in the regeneration of their communities and training the youth leaders to plan and under take various projects for youth development.
Salient features
Ø  Total No. of Courses     ----- 15
Ø  Duration ------ 03 semesters (1½ years).
Ø  Medium of Instructions ------ English.
Eligibility Criteria

Ü  Bachelor or Master’s degree at-least 2nd division.
Ü  Current youth work employment in a paid or unpaid/voluntary capacity by a governmental, inter-governmental or non-governmental agency;
Ü  A youth work track record comprising a minimum of one year in the filed. 
Ü  Good knowledge of written and spoken English.
Ü  Age limit maximum 40 years.
Admission Procedure
The applicants who fulfil the above criteria may apply for admission on the prescribed admission form (alongwith attested copies of academic/experience certificates) available from the Project Office.  The admission form can also be downloaded from the University website www.aiou.edu.pk.
Ü  Selection will be strictly on merit.
Ü  Number of seats is limited.
Ü  Programme is offered only in Islamabad
Ü  Those selected on merit will be informed by the Project Office to:
i)       Deposit their fee (in the form of Bank Draft drawn in the name of Treasurer, Allama Iqbal Open University, Islamabad).
ii)     The Bank Draft in original has to be attached with the Admission letter.
Note: The fee will be deposited only on receipt of selection/admission letter from the University.
Fee Structure
Ü  Fee for each course of CYP –Diploma “Youth in Development work” is Rs.500/- (rupees five hundred only).  Fee for five courses i.e. per semester will be Rs.2500/-.
Ü  Registration Fee of Rs.200/- (Rupee two hundred only) and admission fee of Rs.300/- has to be paid by the students only at the time of first admission in the University. (The applicants who are already registered with the AIOU are exempted from the Registration fee).
Delivery/Arrangements
The AIOU being a distance education institution has a nuclear staff at the main Campus whereas the teaching/instruction takes place at the tutorial centres or workshops.  The CYP is providing the instructional material and funding the tutorial support and the examinations.  The programme is being coordinated by a social scientist having vast experience of material preparation, delivery system, tutorial support and dealing with student's problems, programme selection by students and counselling in their studies.
Evaluation of student's performance during a semester is a part of assessment. Students will be evaluated by the tutors on the basis of their written assignments, activity reports, presentation and participation in the workshop as a part of continuous assessment.  At the end of the semester the students will be required to sit in the final examinations arranged by the University which will be the external assessment by the external examiners.   It will, thus provide additional assurance of standard and quality.  The continuous assessment reports will be sent to the Controller of Examinations directly by the Project office after verification of various records sent to him by the tutors. 
The final examination result will be prepared by the external examiners and then both the components i.e. continuous assessment in final examination results will be combined together with the ratio of 30:70 respectively, to derive the final grade of the students in a course.  A minimum of 40% aggregate by combining both the components is required to pass a course.
The certification of the diploma programme will be made jointly by the AIOU and CYP in a ceremony arranged at the University Main Campus.
The Project Director at the Campus will coordinate the duties related to admission, counselling and will provide necessary guidance to the students to facilitate them in their studies and completion of the programmes.  


SEMESTERWISE COURSE OFFERING


CYP- Diploma Youth in Development Work consists of 15 half credit courses prepared on international level by the Commonwealth. In each semester five half credit courses will be offered to the students.  Thus the students will complete the Diploma programme in a minimum three semesters time.

Issuance of Certificate/Degree

On successful completion of the required credits, the student has to apply on a prescribed form for the issuance of Diploma to the Controller of Examinations given on the back of the application form.
After verification of the record and completing other formalities, in due course of time, the certificates/degrees are issued from the office of Controller of Examinations.
